Summary - Optus has confirmed that the connection has been completed, the wholesaler has advised Exetel that the lead in cables into the property needed to repaired. The service is showing that there is Sync through the modem with downstream and upstream. The customer has checked his own cabling and discovered that the telephone line cable was damaged, the insulation tube is damaged as per the images below.

Solution - As shown above the advice provided by the wholesaler technician was incorrect, the damaged tube and cabling has made the connection out of order. The case was escalated to team leaders at Optus in order to resolve the problem, another technician was required to attend and fix the problem.
